Ukraine Seeks Investment to Strengthen Defense Industry Capabilities

Ukraine is working to attract significant international investment into its defense industry through new cooperation agreements with partners in the Gulf region.
According to public statements, agreements were reached with Saudi Arabia and Qatar focusing on potential cooperation in defense technologies. The initiative is based on sharing technical expertise and expanding industrial collaboration, with the aim of strengthening production capabilities and supporting long-term sector development.
“They recognize our expertise,” President Volodymyr Zelensky noted, referring to international interest in Ukrainian technological know-how.
The discussions reportedly included opportunities for cooperation in areas such as air defense technologies and related engineering capabilities, reflecting growing global demand for reliable defensive systems.
In addition, Ukraine secured preliminary arrangements for long-term diesel fuel supplies from energy-producing countries in the Middle East. These agreements are intended to provide stable supply conditions for at least one year and support operational continuity across key industries.
“All our companies, the private sector and Ukrnafta, have long-term contracts. When there are challenges or shortages, such agreements can stabilize supply,” Zelensky explained.
The overall initiative highlights increasing international interest in industrial cooperation with Ukraine’s defense sector, particularly in areas involving production expertise, regulatory compliance, and technological development.
Strengthening partnerships with international stakeholders is expected to support further modernization of facilities, expansion of manufacturing capacity, and continued integration into global supply chains.
